DESCRIPTION

In partnership with the Assignment Judge and Administrative Director of the Courts, the Trial Court Administrator provides strong leadership, vision, and innovative strategies to direct and oversee all operations of the Superior Court of New Jersey, Monmouth Vicinage. The successful candidate will define objectives for performance at the organizational level; deliver quality service to the clients and customers of the Superior Court;design case management processes; develop/implement strategic plans to achieve the goals and objectives of the vicinage management and policy teams; develop and manage a $28 million salary budget; allocate resources for approximately 440 employees and 28 Judges; supervise nine division managers and the EEO/AA Officer; manage and oversee all program development, case coordination, and case flow management of  Civil, Criminal, Family, Probation, Finance, Municipal, Human Resources, Information Technology, and Operations divisions including security, jury utilization, research and development activities, complementary dispute resolution and coordination of volunteers, records management, statistical analyses, facilities and equipment planning.  As a member of the Judiciary’s Administrative Council, collaborates with other senior managers in formulating statewide strategic initiatives for system improvements and in assessing proposed uniform policies and procedures on a broad range of court management matters.  The Trial Court Administrator plays an important role as a liaison between the Judiciary and county management in negotiating space allocation as well as any necessary renovations that may be needed in order to maintain the safety of all employees.

REQUIREMENTS

EDUCATION:    Graduation from an accredited college or university with a Bachelor’s Degree.

EXPERIENCEEight (8) years of managerial experience, which shall have included responsibility for the management of budgets, staff, and administrative operations; development and implementation of programs, policies and procedures; and five (5) years of which shall have included supervision of professional staff.

SUBSTITUTION:  Applicants who do not possess the required education may substitute additional professional experience on a year-for-year basis with one (1) year of such experience being equal to thirty (30) semester hour credits. An Associate’s Degree and two years of additional professional experience may be substituted for the required Bachelor’s Degree. A Master’s Degree may be substituted for one (1) year of experience as indicated above.  A Law Degree may be substituted for two (2) years of experience as indicated above.

DRIVER’S LICENSE:   Appointee will be required to possess a driver’s license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform essential duties of the position. 

AUTHORIZATION TO WORKUS citizenship is not required.  Selected candidate must be authorized to work in the US according to Department of Homeland Security, US Citizenship and Immigration Services regulations. 

RESIDENCY LAWPursuant to N.J.S.A. 52:14-7 (L. 2011, Chapter 70), also known as the “New Jersey First Act,” all persons newly hired by the Judiciary must establish, and then maintain, principal residence in the State of New Jersey. 

SPECIAL NOTENewly hired employees must agree to a thorough background check that will include fingerprinting.  All data received will be kept in strict confidence except to inform the individual of the findings and what action will be taken as a result of this information.

*For newly hired individuals, the starting salary will normally be at the minimum of the salary range.  For current Judiciary employees, salary upon promotion or advancement will be an increase of 5% of base salary or up to 15% above minimum based on experience, not to exceed the maximum of the range, or the minimum salary of the band/level, whichever is greater. 

The New Jersey Judiciary consists of:  the Supreme Court, the Superior Court including the Appellate Division and the Trial Court of the 15 vicinages in New Jersey, the Tax Court and the Municipal Court System.  The Administrative Office of the Courts provides technical assistance, operational support, training, research and development, budget and personnel coordination, and development and operation of information systems for the Courts of New Jersey.
