Legal Director of Federal and State Compliance for EDA

Job Summary

As Legal Director of Federal and State Compliance for EDA, the Director leads the teams that handle the legal compliance functions. The Director takes the lead on identifying and addressing potential legal compliance issues and risks and oversees the Federal and State compliance functions. The Legal Director of Federal and State Compliance is part of the Legal and Strategic Affairs Division and works across all functional departments. The Director works closely with management, the Attorney General’s Office, the Division of Portfolio Management and Compliance, and Internal Audit.

Responsibilities:
Essential Duties and Responsibilities

  • Oversees legal compliance functions for the Authority.
  • Advises the Vice-President of Legal and Compliance on all matters related to the legal compliance programs of the Authority.
  • Manages a legal compliance function to ensure that the EDA is compliant with all applicable Federal and State laws, including statutes, regulations, Executive Orders, and circulars.
  • Responsible for ensuring that the Authority complies with all applicable laws by managing a legal compliance program and reporting on compliance issues. This includes creating, implementing, and monitoring policies, procedures, training, and related support systems.
  • Works with external, independent compliance auditors to ensure compliance with the Economic Development Authority Integrity and Protection Act.
  • Performs legal research and monitors and tracks changes in applicable Federal and State law, ensuring management and staff are informed of relevant changes.
  • Works closely with Human Resources/Training to create and deliver a comprehensive compliance training program.
  • Fosters a culture of compliance across the Authority through training and regular communication with both the senior management team and all staff.
  • Partners with Directors in the Legal & Strategic Affairs Division to ensure all divisions, departments and staff have access to the information, training, and resources to comply with all applicable laws.
  • Coordinates compliance efforts with the Director of Program Compliance to ensure compliance issues are routed to the right group and there is no duplication of effort or groups operating at cross purposes.
  • Partners with the Director of Program Compliance to lead responses to audits by external agencies.
  • Partners with the Division of Portfolio Management and Compliance and the Attorney General’s office to review Federal Grant applications on behalf of EDA for Federal and State compliance.
  • Reports to the Vice-President of Legal and Compliance and the Chief Legal and Strategic Affairs Officer.
  • Ensures department practices and processes are in compliance with EDA policies and guidelines and are consistently applied.
  • Builds, develops, mentors and coaches direct reports to develop skills and behaviors to enhance performance. Sets staff goals and objectives, reviews staff semi-annually and annually against individual plans. Develops and implements training and succession plans for the team.
  • Promotes teamwork and communication to encourage an interactive, cooperative, collaborative and customer focused work environment among division, EDA staff and external customers.
  • Must complete annual and semiannual self-assessment as required.
  • Performs other duties or special projects, as assigned.

Required Qualifications

Education and Experience Requirements

  • Bachelors’ degree in related field and/or equivalent experience. Juris Doctor required.
  • Minimum of 10 years experience in a legal capacity or in a professional/ management compliance position; Minimum of 5 years of compliance experience required with a minimum of 3 years of Federal compliance experience required.
  • Minimum of five years of experience in a management capacity required

Advanced degree or industry specific certifications may be substituted for 1 year of experience

Travel

  • As necessary to events, meetings, businesses, etc.

Certificates and Licenses Required

  • Staff are required to possess a valid driver’s license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essentials duties of the position.
  • Admission to the Bar of the State of New Jersey.
