Description: Under the direction of a higher level supervisory official in the Department of Environmental Protection, assigned to a Division specific only to the implementation of scientific, technical, environmental, engineering, administrative/management, or fiscal programs, provides executive guidance and direction in the establishment and implementation of policies and procedures regarding the overall work operations, programs, activities and staff of a major operating Division concerned with the areas of environmental management; does related work as required.
Specific to the Position: The Chief Enforcement Officer will lead the Office of Enforcement Policy to develop the Department’s affirmative enforcement agenda, develop and update related policies and procedures and serve as the primary liaison for the Department with the Office of the Attorney General on all enforcement matters.
Responsible for the day-to-day operations of the Office of Enforcement Policy; provide guidance and direction to the Commissioner, Deputy Commissioner, and Assistant Commissioners on matters related to compliance, enforcement and resource protection. Coordinate between the Governor’s Office, Office of the Attorney General, other state agencies, regulated entities, and the general public on compliance and enforcement issues. Oversee cross- programmatic enforcement programs including county environmental health act, community right to know, noise control and training programs.
Preferred Skill Set: Lawyer with at least 5 years of experience in environmental law, preferably in the area of enforcement, administrative and litigation practice.
Requirements
Education: Graduation from an accredited law school with a Juris Doctor (J.D.) degree or admission to practice as an Attorney-at-Law in the State of New Jersey.
Experience: Eight (8) years of experience as an Attorney, or in the interpretation and evaluation of complex legal rules, regulations and legislation, which shall have included litigation and negotiation activities, five (5) years of which shall have been in program management.
Residency: All persons newly hired on or after September 1, 2011 have one year from the date of employment to establish, and then maintain principal residence in the State of New Jersey subject to the provisions of N.J.S.A.
52:14-7 (L.2011, Chapter 70), also known as the “New Jersey First Act”.
